What incubators and ESD programmes should measure
Fewer, better indicators — backed by evidence and shared with consent.

Agree the reporting fields up front
Before a cohort starts, agree what the programme must report, what each business receives, who pays, which fields are visible and what happens at exit. Most reporting pain comes from changing these midway.
Separate submitted, reconciled and verified
A number a business typed in is not the same as a number reconciled to records, which is not the same as an independently verified result. Reports should show all three, so impact is never overstated.
Use consent-based grants
Programme teams rarely need raw payroll or bank records. Field- and purpose-specific grants with expiry and revocation give sponsors what they need while businesses keep control of their data.
Measure operating capability, not just outputs
Jobs and revenue matter, but so do leading indicators: compliance currency, milestone evidence, debtor days and readiness for procurement. These predict which businesses will survive after the programme ends.
